TLB not loaded at Windows startup

Maybe you have some bad values in the registry. Run regedit.exe and find the registry key:

HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Policies\Explorer

Delete or set into zero values:
NoSaveSettings
NoCloseDragDropBands

NoMovingBands

You need to reastart computer after editing registry. Windows must save toolbars after the second restart.
