Impossible to rearrange menu items or toolbar buttons

There are two causes you can't to rearrange buttons or menu items:

  1. The Auto Arrange option is turned on - right-click toolbar or menu, select "Arrange Icons By" submenu and uncheck the "Auto Arrange" menu item.
  2. The "Lock Buttons" option is turned on - right-click toolbar or menu and uncheck "Unlock Buttons" menu item.
